Learn From Mistakes?

It's already 8 months I've been staying at Raya Pemogan, Denpasar, and I mostly take P. Batanta street to go to almost everywhere in town. From the moment I moved here, the traffic lights at the intersection of P. Batanta and Teuku Umar street have never been fixed. There often no lights at night starting form 8pm, and in the afternoon the lights also turned off sometime. One of my friend from high school was having an accident there and died, I also heard many accidents happened there. I think the traffic lights there will never be fixed until one of the major of this city's family get an accident and died someday. Are they learn from what happened in the past and solve the problem?
